Description of Ho’opono Mamo
The Kalihi Palama Juvenile Assessment Center is a two-year pilot project funded through the State Office of Youth Services and the City and County, Department of Community Services. It is a citation diversion program based on best practice. The project will receive youth arrested by the police for “status offenses” and first-time minor law violations. The aim of the project is to divert the target population from entering the juvenile justice system. The agency will receive youth directly from the Honolulu Police Department (District 5: Nuuanu Avenue through Moanalua). Participation in the program is voluntary, youth and families who wish to participate will receive a citation and be escorted to SWCC’s Assessment Center. A comprehensive assessment will be conducted and the youth and the family will be referred to the appropriate community resources.
The Ho’opono Mamo is a diversion system that consists of partnering government agencies, community-based organizations and families working together to support youth arrested for low-level offenses to heal themselves and their relationships, make amends, and chart a pono path for their future. The goal of the program is to reduce the number of youths from entering the juvenile justice system by providing multiple opportunities for learning, reflection, and positive development in a family-centered and youth-driven process.
